Grand Rapids City Commission is considering a proposal this week that has the city's comptroller and city manager at odds.
The proposal would reduce the city comptroller's department from 16 positions down to three and would move those individuals to the fiscal services department.
The comptroller says the move would get rid of the checks and balances in place.
The city manage says the proposal is about efficiency.
